Louisiana DTC shipping license renewals will include a new requirement this year for those using fulfillment houses. And fulfillment warehouses now need to begin reporting. This recent development in Louisiana caught many by surprise. While updating The Digest we came across a change to administrative rules altering the out-of-state direct shipper permit application and renewal process. The Louisiana Office of Alcohol and Tobacco Control now requires out-of-state shippers to disclose the fulfillment house they use, and fulfillment houses are now required to report quarterly.  The new rule went into effect in August 2022. The ATC Out-of-state Shipper permits expire annually on December 31st and for those shipping from fulfillment houses, additional documentation will be required then.
